UCSF departments and projects may opt to hiring independent contractors to work internationally. Independent contractors are experts who perform specialized and finite work on a deliverables basis. Independent contractors can be hired through the procurement processes of UCSF’s Supply Chain Management (SCM), Global Program, or through PEOs. International independent contractors are subject to terms and local conditions as set forth by the country in which the work will take place.

1 | Identify Hiring Need | The project team reviews hiring options and identifies the most appropriate choice for which they need to hire additional support. The project team should define the scope and qualifications for the position. |
2 | Complete Statement of Work (SOW) and Foreign Location Form | Project teams should complete the SOW Template and Foreign Location Form and submit to IRSO. |
3 | Submit to IRSO for Review | IRSO to work with project team to ensure SOW is compliant with contractor definition and local country labor laws. |
4 | Initiate Requisition in BearBuy | Project teams will initiate the requisition process in BearBuy, uploading the cleared SOW and Foreign location form to the system. |
5 | Insert tax language | IRSO will provide a tax clause to SCM through BearBuy to be included in the ICA. |
6 | Finalize contract | SCM sends the final contract to the independent contractor signing. |
