UCSF Subsidizes Global Programs Administrative Costs for K-Awards in Four African Countries
Effective July 1, 2026, the Institute for Global Health Sciences will cover the shared administrative service costs charged by Global Programs for Research and Training on NIH Individual Career Development (K) awards with in-country activities in Kenya, Uganda, Tanzania, and South Africa.
The subsidy removes a cost barrier for early-career investigators and helps sustain international research in light of the 2025 NIH policy prohibiting foreign subawards (NOT-OD-25-104). Because Global Programs is a UC affiliate rather than a foreign subrecipient, investigators can route in-country support through its offices without the compliance challenges the new NIH mechanism created, and now without the added administrative cost.
The policy applies to all new, renewal, and active K-award projects using Global Programs support in these countries. Direct project costs may still be budgeted through Global Programs offices under standard NIH K-award guidelines.
