Maximizing Impact with Global Programs

Our services enable a Principal Investigator to shorten the timeline to start-up for their research activities. Working through a subaward mechanism with a local partner requires contracting and negotiation, followed by funds transfer and invoicing. Each step can add significant delay to project timelines.

Because Global Programs is a wholly-owned entity of UC, it can immediately begin hiring, procurement, and logistical activities. At the same time, Global Programs can provide support to a scope of work while technical expertise is provided by a local partner.  In such a model, payroll expenses only flow through the subawardee and non-payroll expenses flow through Global Programs. In some cases, this may be done at the request or direction of the Sponsor, based on the local situation. 

In addition, the use of Global Programs offers:

  • More control and oversight by UCSF investigators and program teams
  • A higher level of compliance with UC and sponsor policies as compared to working with many in-country subaward partners
  • Financial and administrative processes integrated with those of UCSF in order to ensure seamless effective global support with minimal delay
  • Reduction of risk profile to the Principal Investigator and department.
    • Unacceptably high risks in-country may require more direct UCSF control over operations (compliance, security, government policy)
  • Ability to leverage country office for growth, differentiation, and impact

Global Programs offices are staffed with experienced local hires who understand the local context, and who can consult with local legal counsel as needed to address and mitigate risks associated with international operations:

  • Human resource issues including impact of changing tax requirements; work visas; independent contractors; health and safety; etc.
  • Procurement, property leases, and contractual agreements
  • Export controls, international banking, and foreign exchange
  • Human research subjects protections
  • Data protection and security issues
