Global Operations Strategic Plan 2021-2024

The Global Operations Strategic Plan, 2021-2024 was developed by faculty and administrative leaders to guide the strengthening of UCSF’s international operational support structures and processes across campus, including the development of the International Research Support Operations (IRSO) Office.

Goals

Goal 1: Provide effective, accountable leadership and oversight to promote impactful international research at UCSF and abroad that is aligned with UCSF values and policies (Governance)

Goal 2: Develop the University’s global operations infrastructure to facilitate international research and training through relevant policies, resources, and proactive communication  (Operations)

Goal 3: Support international research partnerships  that demonstrate equitable, ethical and conscientious collaboration and sustainability (Partnership)

Goal 4: Implement a robust, durable financial model to ensure the effective and efficient implementation of University research abroad (Financing)

Key Strategies and Activities

Governance
  • Establish IRSO as primary campus resource for advice / support regarding international operations
  • Revise international agreements review submission process to increase participation and mitigate potential risks
  • Review and strengthen Export Control policies and processes to ensure compliance with federal regulations
  • Develop infrastructure and support to ensure safety and security of those traveling internationally
Operations
  • Develop central tracking system for international awards and projects to facilitate networking and collaboration
  • Promote DEI and decolonization of global health through support to investigators and Global Programs
  • Revise Global Programs governance structures and develop platform for additional faculty input
  • Strengthen Global Programs communication systems and services provided across all countries
Partnership
  • Identify strong existing partnerships that UCSF faculty have developed with international organizations or institutions and consider opportunities for expanded collaboration
  • Develop resources on best practices for in-country research design, implementation, and administration strengthening to share with partners
Financing
  • Secure sustainable financing from University administration to fund main functions of IRSO office
  • Revise Global Programs country re-charge mechanisms to offer fair, stable cost structure
