Hiring Through Subaward Partners

UCSF Departments have the option of hiring through a host country-based organization through a subaward. Local partner organizations have recruitment and human resource systems in place, it may be more cost effective and efficient than hiring staff directly.

Hiring Highlights

Advantages

  • Supports capacity building of the local organization and decolonization of global health efforts
  • Management and oversight of staff rests with Partner Organization
  • Partner Organization manages all human resource activities including hiring, payroll management, tax, and social benefits payments, disciplinary actions, and/or direct management of staff
  • Expanded local contacts through Partner Organization’s network

Limitations

  • Faculty must work through Partner Organization to direct employee work
  • Costs limited in accordance with subaward policies and procedures
  • Administrative policies must conform to Partner Organization policies and procedures

Hiring Through Global Programs Offices

Global Programs for Research and Training, UCSF’s foreign affiliate offices, are another avenue for hiring staff overseas. Global Programs Offices are non-governmental entities legally registered in the countries in in Kenya, Mozambique, Namibia, Tanzania, Uganda, and South Africa.

  • Local technical staff directly managed by UCSF Department, allowing more oversight of implementation
  • Global Programs office facilitates local recruitment and manages human resource functions
  • Global Programs office manage all compliance tasks, including compliance with tax, labor, immigration and other relevant legal requirements
  • Global Programs offices are lead and managed by local operations and technical experts and builds local capacity
  • For UCSF expatriate employees, work authorization process supported by local offices

Limitations

  • Employees are considered Global Programs staff and do not have access to UCSF benefits (with exception for UC expatriate employees)
  • Limited to countries with GP registration
  • Service cost for utilization of Global Programs

Hiring Through a UC Affiliate
UC affiliate offices are legally registered offices in foreign locations that are owned and operated by the University of California. UC foreign affiliate offices may act as Employer of Record to support international hiring on behalf of a UCSF Department.

  • Hiring may be managed locally by the affiliate office
  • Ability to place employees in foreign countries while maintaining linkages to UC system
  • Local tax obligations are managed through local affiliate office
  • Employee receives benefits and taxation aligned with local laws and resources available
  • Ability to maintain direct management of the employee

Limitations

  • Employee does not have access to UCSF benefits
  • Limited number of UC affiliate offices
  • Limited country locations because local UC registration is required
  • Contingent on visa and work permit processes and may be lengthy with no guarantee the permits will be granted

Hiring Through PEO Firms
A PEO provides employment services, including human resource and payroll services. Contracting with a PEO may be an option for hiring employees for a finite period in a particular country. Under this option, the individuals are employed by the PEO as Employer of Record, while UCSF faculty or staff provide direct oversight and management of the employee.

  • Broad global reach with most countries covered by PEO firms
  • PEO firms assume administrative responsibility of work authorization, legal, and tax requirements
  • UCSF can direct technical work of employees
  • PEO firm monitors and provides guidance on changes to local laws and tax requirements

Limitations

  • Setup fee and monthly maintenance fees
  • Provision of administrative support, i.e. immediate payment of invoices, fees to reimburse expenses, inability to provide travel advances
  • Hires are not considered UCSF employees and do not have access to UCSF benefits; benefits are determined by local country labor laws
