Global Programs for Research and Training, UCSF’s foreign affiliate offices, are another avenue for hiring staff overseas.
Global Programs Offices (GPOs) are non-governmental entities legally registered in the countries in which they operate. As of 2023, GPOs are located in Kenya, Mozambique, Namibia, Tanzania, Uganda, South Africa, and Laos. The ability for GPOs to hire will be based on the type of registration and the capacity of the office to recruit and manage additional staff.
- Global Programs (GP) is wholly owned and operated by UCSF and is set up to provide effective and efficient implementation support to researchers in the country.
- As legally registered entities, GPOs are equipped to manage all aspects of local recruitment and human resource management.
- GPOs are governed by the laws of their respective host countries and the legal requirements related to recruitment and human resource management will vary.
Under GP, UCSF departments may hire local national employees in the following categories:
- Full-time employee
- Part-time employee
- Independent contractor
- Temporary employee
How the different categories of employees are set-up and managed will differ from country to country as their role category is governed by local laws.
GPOs may also serve as the hiring entity for UCSF expatriate employees assigned to the country.
- Expatriate employees would be able to retain their UCSF employment and related benefits, while tax withholding and local logistics would be managed by GP.
- A re-charge is applied to all direct project expenses, including expatriate salary and benefits, to support shared service costs.
